We think the State did a good job; and we think it was a valuable exercise.
Having said that, the problem with this kind of "planning" is that you end up with a kind of Soviet 5-Year Plan; or worse something that is supposed to suffice in-perpetuity. That's not going to work.
From Orchid's perspective, the progression of the debate nationally & locally has already moved beyond this plan (Housing as Healthcare) before the plan was even issued. That is not necessarily the State's fault AND the plan is useful AND from our perspective is NOT sufficient to satisfy the State's obligation to prevent the unnecessary institutionalization of people with mental illness in jails, prisons, hospitals or nursing homes or to adequately support those who are at great risk of institutionalization, especially those folks who are homeless.
We're not asking that we take another several years to "fix" the plan -- it wouldn't work anyway. There are clear actions we can take this year to make life so much better for so many. Let's Do It!
