Probably the #1 reason de-institutionalization turned into such a FAILURE was that Medicaid has not provided HOUSING, and the Legal Responsibility to Provide that Housing for people with disabilities was placed on the STATES.
To say that has been a FAILURE is putting it mildly. Quite frankly many people with cognitive disabilities are homeless and incarcerated or even dead because of it. States and municipalities have had some successes BUT we really need HOUSING to be an issue in the 2020 Presidential Campaign. Further, not always -- but mostly, STATES want to do the RIGHT THING --- BUT they need A LOT MORE SUPPORT than what they getting to bring HOUSING to SCALE for people with long term care Supervision Needs. Further, STATES need A LOT MORE SUPPORT in providing PLACEMENTS if SUPPORTIVE HOUSING is inadequate. |
