Wyoming: 
How Far To Olmstead Compliance?

Data collection, tracking and analysis.
o The State should specify yearly and long-term goals for increasing utilization of home- and community based services;
o Demonstrate progress toward those goals; and
 o Closely monitor the time individuals spend waiting for these services.

Certainly, here in Colorado we need a waitiist for assertive community treatment and probably other services and those need to have:
  • data collection
  • tracking, and
  • analysis

So there are a few reasons why this  Wyoming Plan is so important to us:
  • It was issued in 2017 -- the same time the Hickenlooper Administration was saying things were just too uncertain to even consider Olmstead -- well the radicals up in Wyoming managed to do it. [Of course, that was after the Hickenlooper Administration promised an Olmstead Compliance Work Group -- & then reneged].
  • Admittedly the 2017 Wyoming Plan is not the Minnesota Olmstead Plan -- BUT it starts bringing DATA COLLECTION into the mix AND that is really important AND that is what we have tried to do with our Draft Olmstead Planning Bill.
  • Once again, it's not Minnesota but it's more than a few steps up from most of what's out there.
