That's One of the Big Reasons We Need An Olmstead Planning Bill
Our "all or nothing" view of criminal responsibility doesn't comport with reality and the large numbers of people with mental illness, brain injury, developmental disability, cognitive and executive functioning disabilities found in Colorado jails and prisons and around the Country. D.J. Jaffe in his book "Insane Consequences" blames the "mental health industry" for cost shifting people with the most serious mental illness to the Criminal Justice System. That didn't happen without the approval of the States and the Feds. The State is starting to substantively address this. The problem is HUGE. We believe our Olmstead Planning Bill is part of the Solution. |
