     This is Vermont's 2006 111-Page Olmstead Plan.  Vermont also has a Vermont Olmstead Commission.

         It is pretty clear that a lot of thought went into this.  This is before the 2011 Dept. of Justice Guidance on Olmstead and some of the subsequent caselaw, maybe not all regarding measurable goals, etc.

       This highlights the problem of what happens -- even if one has a relatively good document -- if it is NOT subject to constant modification and improvement -- it can get out of date pretty quickly.
