We first started calling for an AUDIT of Mental Health during the Hickenlooper Administration.
That was also when an Audit of Child Welfare led to a substantial increase in case workers --- around 300.
Child Welfare is related to Mental Health.
If you're just going to look at Child Welfare ---- increasing the caseworkers was a a BIG IMPROVEMENT over adding another layer of BUREAUCRACY or OVERSIGHT.
The Polis Administration knows that there is a WORKFORCE PROBLEM in MENTAL HEALTH.
Hopefully, the RESPONSE to any MENTAL HEALTH AUDIT will address that.
Additionally, States like Colorado must provide more CLARITY and TRANSPARENCY on addressing the needs of Individuals with the GREATEST BEHAVIORAL HEALTH NEEDS, namely:
- Individuals with cognitive disability in:
- The Juvenile Justice System
- Adult Jails, and
- Adult Prisons
- Nursing Homes
- Mental Health Institutes, and
- Homeless
- 3 Things the State should be reporting to the Legislature every year are the NEEDS for the Populations above for:
- Supported Housing
- Intensive Services, and
- Supported Employment
- There needs to be a YEARLY UPDATED Plan to to bring Housing, Intensive Services & Supported Employment to SCALE with:
- Meausurable (Numeric) Goals,
- Reasonable Time Frames, and
- Funding to Support the Plan

The Low Hanging Fruit of Administrative Consistency vs. Real Reform to Address Housing & Intensive Services Shortages
We can't ignore crises BUT any future "CRISIS" efforts need to be tied to concurrent efforts to address SHORTAGES in Housing & Intensive Services.
By way of context, the State has been preoccupied with CRISIS SERVICES since the Hickenlooper Administration and advocates have been concerned that the UNDERLYING CAUSES of these CRISES, namely a lack of Housing and Intensive Services --- go unaddressed.
Now we're near the end of Polis' first term --- and those FUNDAMENTAL CONCERNS are still there.
Further, it's hard to say these efforts are BAD in and of themselves--- but after several years of this --- it does represent BAD POLICYMAKING.

The Polis Administration SEEMS to have signaled they are NOT going to comply with Olmstead --- They're going to study it.
What we would love to see is the Colorado State Legislature and the Polis Administration address the BIG SHORTAGES in:
BTW: We know this is an election year -- and States still have to comply with the law --- and Colorado has NOT. FEDS: This is one of many reasons why we need uniform & effective Administrative Enforcement of Olmstead. It certainly does not appear the State is going to comply on their own or in the absence of administrative technical assistance & enforcement --- and that puts the burden to enforce a 22-year-old Supreme Court decision largely on indigent people with disabilities. |
