Olmstead: The Need for Support & Enforcement

"The Department (US Department of Justice) is working with State and local government officials, disability rights groups and attorneys around the country, and with representatives of the Department of Health and Human Services to fashion an effective, nationwide program to enforce the integration mandate of the Department's regulation implementing title II of the ADA."
A Nationwide ADMINISTRATIVE Program is desperately needed to ENFORCE OLMSTEAD and provide the FLEXIBILITY & SUPPORT STATES NEED.
People, Organizations and Governmental Departments are looking for systems of improved OLMSTEAD SUPPORT and ENFORCEMENT.
It's hard to see how that is accomplished outside an ADMINISTRATIVE SYSTEM. What most States need is TECHNICAL SUPPORT and they need to IMPLEMENT OLMSTEAD PLANNING as an ON-GOING ACTIVITY vs. a ONE-TIME ACTIVITY.
That is what the DISABILITY COMMUNITY NEEDS --- but it is also what States need to do COMPLICATED PLANNING over generally a DECADE and maybe more.
