CO's Olmstead Plan is "Too Vague" --
Minnesota's Revised Plan Approved
​By A Federal Court


“The Court applauds the parties for their collaboration in developing this landmark Olmstead Plan. Simply put, this revision of the Olmstead Plan is unlike any other version submitted to the Court. The Court fully expects the State to act on its promises to ensure that the Olmstead Plan will truly put the promise of Olmstead into practice across the state.”

 1.    Specific Goals within the CO Olmstead Plan:

       Colorado took a stab at some specific measurable goals but they are largely insufficient with respect to Housing and Services for People. 
​

Goal 3: Increase availability and improve accessibility of appropriate housing options in the most integrated setting throughout Colorado to meet the needs of people moving to the community. 
Measurable outcomes for this goal
  1. Compliance with key housing related statutes including the Affirmatively Furthering Fair Housing (AFFH) program and the Fair Housing Act improve
  2. Increase (vague) access to housing opportunities and related resources including specifics on accessible features through deployment of a geographically-based, searchable web application 
  3. Increase (vague) numbers of PHAs utilizing disability preferences
  4. Adopt a standard housing application by local Public Housing Agencies (PHA) 
  5. The number of housing units increase (that is pretty darn vague) due to expanded and diversified funding, and increased prioritization of persons with disabilities
  6. Annual targets are met on the number of individuals transitioning out of institutional settings.  (we don't think those targets were met -- at least for nursing homes)

A.  Housing   


Measurable goals
Goal One:
By June 30, 2019, the number of people with disabilities who live in the most integrated housing of their choice where they have a signed lease and receive financial support to pay for the cost of their housing will increase by 5,547 (from 6,017 to 11,564 or about a 92% increase).

Baseline: In State Fiscal Year 2014, there were an estimated 38,079 people living in segregated settings.

Over the last 10 years, 6,017 individuals with disabilities moved from segregated settings into integrated housing of their choice where they have a signed lease and receive financial support to pay for the cost of their housing.

Annual Goals to increase the number of individuals living in the most integrated housing with a signed lease:
• By June 30, 2015 there will be an increase of 617 over baseline to 6,634 (about 10% increase)
• By June 30, 2016 there will be an increase of 1,580 over baseline to 7,597 (about 26% increase)
• By June 30, 2017 there will be an increase of 2,638 over baseline to 8,655 (about 44% increase)
• By June 30, 2018 there will be an increase of 4,009 over baseline to 10,026 (about 67% increase)
• By June 30, 2019 there will be an increase of 5,547 over baseline to 11,564 (about 92% increase)       ​
