Referral Priorities

Initially, referrals will be classified as Interim Settlement Agreement (ISA) referrals or NonInterim Settlement Agreement referrals, with the ISA referrals getting priority over the Non-ISA referrals. Referrals will be processed on a first-come, first-served basis.

​ Once this initial list is processed, priorities will be considered in the following order:

A. Persons residing in a personal care home (PCH) and on the list of individuals targeted to move into the community.

B. Persons residing in a psychiatric hospital or nursing home over 90 days who are at risk of entering a personal care home upon discharge.

C. Persons who are at risk of entering a personal care home.


​Amended Settlement Agreement Between Kentucky and the Kentucky Protection & Advocacy Office for People with Disabilities.

This deals with requirements for people with Mental Illness to live in the community outside of personal care homes if they desire.
