Reasonable housing wait 60 days -- ACCORDING to NEW NOTICE from HUD

This new NOTICE from HUD is basically great and there is some cause for concern -- most States, including Colorado, and even after the $18 million in affordable housing for people who are homeless -- are NOT in Compliance with Olmstead.

AND one of the big areas in which states aren't in compliance is in the area of Housing.  We're all for a 60-day waitlist, and we're not for seeing any homeless people with disabilities in need of ADA/Olmstead protection kicked off a waitlist.

We take this to mean that a reasonable wait period for housing for those who qualify for ADA/Olmstead protection is 60 days.
​F. Addressing Waiting Lists

Prolonged stays on waiting lists for housing resources can have a negative impact on the well being of participants and reduce the overall performance of a community’s homeless assistance system.

CoCs should keep the time spent on their single, prioritized list for housing resources at 60 days or less.

If a community cannot offer a housing resource to every prioritized household experiencing homelessness in 60 days or less, then the CoC should tighten its prioritization standards in order to more precisely differentiate and identify for resources those households with the most needs and highest vulnerabilities.

This will mean that CoCs will need to update their written standards appropriately and that some households that are eligible for homeless assistance will no longer be placed on a prioritized list for housing.

In these instances, the CoC will need to develop strong relationships with providers of mainstream resources in order to offer these households as much assistance as possible to help resolve their homelessness outside of the dedicated homeless assistance system.
