Home and Community Based Services
Access to long term care home and community based services is generally limited by something called "cost containment" -- referencing the cost of nursing home care.
So the idea is that the cost of home and community based services will not exceed the cost of nursing home care.
However, Colorado statutes specifically provide that budget neutrality is to be determined in the aggregate. So depending on the budget situation, in the individual case, the Department could go over "cost containment" and still remain within aggregate neutrality requirements.
This is especially important in Mental Health cases which have historically been under spent at an almost unbelievable low rate. According to a 2007 Audit Colorado was spending only $12 a day on services for each individual on the MI Waiver.
It is our belief that with proper services most people with "mental illness" would not be homeless, incarcerated, or institutionalized.
