The only thing really new is that we have added Cities and Counties as stakeholders where appropriate in Olmstead Planning issues such as:
We already had Law Enforcement listed as a stakeholder.
We've said it before and will say it again -- this is about Planning. We want to get to the substance of some pretty complicated "Olmstead" issues.
The Nebraska Olmstead Planning Bill had a 0 (zero) fiscal note. We don't know if that will be realistic given the amount of data collection and analysis we are trying to build into this bill.
The State needs data, Legislators need data, other Stakeholders need data, and people with disabilities need data for decision-making, to build on the changes that have been made and to support efforts to comply with the Americans with Disabilities Act (ADA) and the 1999 US Supreme Court Olmstead decision and subsequent caselaw, etc.
We're not starting at ground zero but we are not starting at compliance with the ADA either.
We'd like to work with the State and ALL Stakeholders to make this the best Olmstead Planning Bill possible and a model for the Nation..
